Adds a Helm chart for deploying checkpoint-restore-operator.
The chart includes:
- CRD installation
- ServiceAccount
- Leader election RBAC
- Manager ClusterRole + ClusterRoleBinding
- Optional metrics proxy (kube-rbac-proxy)
- Metrics Service
- Configurable image, resources, leader election, and checkpoint directory
The chart mirrors the current kustomize deployment layout.
