Remove getting labels of unexisted sections#59213

I noticed that I used labels in the code which do not exist. They were introduced in #52357 (this change was separated from #51460 PR, which had these two missing sections). I'm not sure where I will be able to get back to working on it, so I would prefer to fix that before the upcoming 1.19 release.
